Talbert House thanks Joffe, Weiland for decades of service

CINCINNATI—Fred Joffe and Richard Weiland both reached milestones in their service on Talbert House’s board of trustees. At the agency’s annual luncheon in September, Joffe was honored for 40 years of service and Weiland for 30 years.

Joffe, retired Procter and Gamble executive, joined the board of trustees in 1967. His most important contribution was bringing business thinking to the agency’s strategic and financial planning, said Talbert House President Neil Tilow.

“Fred stressed the need for Talbert House to be a low-cost producer of high quality services—something we took to heart,” Tilow said. “He spearheaded the effort to create a business model where we continuously evaluate programs through client outcomes to update our best practices. Fred helped us understand we can lower costs and still improve the quality of services, and that makes us a better buy for funders.”

Joffe was the Talbert House board chairperson from 1970-1972, and serves as chairperson of the board’s planning and program committee and as a member of three additional committees, including the executive committee.

Richard Weiland, a well-respected lobbyist, joined the board in 1977 and continues to guide the agency’s mission of enhancing personal recovery and growth.

“I truly have never met any volunteer who is more committed to living out the mission of Talbert House,” Tilow said. “Dick believes wholeheartedly in the values of personal redemption and giving people another chance to improve their lives.”

Weiland served as agency board chairperson from 1982-1985 and is chairperson of the board's government relations committee.

Talbert House is a community-wide nonprofit network of social services with over 40 proven programs focusing on prevention, assessment, treatment and reintegration. Each year, Talbert House helps more than 28,000 men, women and children across Greater Cincinnati and Northern Kentucky overcome adversity to become healthy and productive citizens through its programs in community corrections, mental health, substance abuse and welfare-to-work.
